Job Summary:
PayPal Bank Treasurer is responsible for the execution, monitoring, and ongoing management of PayPal Bank’s liquidity, funding, investment, and balance sheet risk activities, operating within Board-approved risk appetite, regulatory requirements, and internal policies.
The role supports the Bank Chief Financial Officer and Bank Asset Liability Management Committee (ALCO) by providing rigorous quantitative analysis, disciplined execution, and clear escalation of risks related to liquidity, interest rate risk, funding strategy, and investment portfolio management. PayPal Bank Treasurer plays a critical role in ensuring the Bank’s ability to operate safely and soundly across normal and stressed conditions.
Job Description:
Essential Responsibilities:
- Ownership of all bank administration functions, including opening, closing, and maintaining bank accounts
- Partnering with internal constituents to identify and address banking issues
- Developing relationships with global banking partners
- Implementing rigor and controls to prevent misappropriation of funds and assets
- Maintaining Treasury Management Systems usage and optimization
- Leading, coaching, and mentoring the GCM Operations and Treasury teams
- Coordinating and influencing transformation opportunities across the Treasury ecosystem
- Managing treasury technology vendors and systems
- Analyzing current treasury technology capabilities and contributing to the roadmap for scale and efficiency
- Supporting treasury technology risk assessment for new product activities
Minimum Qualifications:
- 10+ years relevant experience and a Bachelor’s degree OR Any equivalent combination of education and experience.
Additional Responsibilities & Preferred Qualifications:
Liquidity Risk Management & Funding Execution

Execute the Bank’s liquidity risk management framework in accordance with the Liquidity Policy and Contingency Funding Plan, ensuring sufficient liquidity under business-as-usual and stressed conditions.

Oversee liquidity forecasting, cash flow analysis, and stress liquidity modeling across multiple time horizons.
-
Monitor liquidity risk metrics, early warning indicators, and Board-approved limits; promptly escalate emerging risks to the CFO and ALCO.

Support the development, testing, and execution readiness of contingency funding actions when warranted.
-
Manage day-to-day funding activities and relationships with deposit channels, contingent funding providers, and affiliates, consistent with regulatory and policy constraints.
Asset-Liability & Interest Rate Risk Management

Support ALCO oversight of the Bank’s asset-liability profile, funding mix, and interest rate risk exposure in accordance with the Asset/Liability Management Policy.

Oversee preparation and review of interest rate risk analytics, including net interest income (NII), economic value of equity (EVE), duration, and cash flow gap analysis.

Evaluate the impact of pricing strategies, growth initiatives, and market developments on liquidity, earnings, and capital under baseline and stressed scenarios.

Ensure assumptions, methodologies, and outputs are documented, supportable, and suitable for model review and audit.
Investment Portfolio Management

Oversee the Bank’s investment activities within Board-approved risk limits, duration targets, credit quality standards, and concentration limits, consistent with the Investment Policy.

Oversee appropriate pre-purchase analysis, approval, trade execution, settlement, safekeeping, and pledging of investment securities.

Monitor portfolio performance and risk characteristics, including interest rate sensitivity and liquidity under stress scenarios.

Prepare concise, decision-oriented investment reporting for ALCO and the Board.
Capital & Stress Preparedness Support

Support the Bank CFO in monitoring capital adequacy, capital forecasts, and stress impacts in alignment with the Capital Policy.

Provide analytical input into capital and liquidity contingency planning, including balance sheet actions and funding alternatives.

Assist in evaluating trade-offs among growth, earnings, liquidity, and capital under varying economic conditions.
Governance, Reporting & Regulatory Engagement

Serve as an active member of ALCO, contributing to risk assessments, policy execution, and management recommendations.

Prepare treasury-related materials for ALCO and Board review, including liquidity, funding, interest rate risk, and investment analytics.

Support internal audit, independent model review, and regulatory examinations related to treasury, liquidity, ALM, and investments.

Maintain effective working relationships with regulators, auditors, counterparties, and internal stakeholders.
Qualifications & Experience
Required
-
10+ years of progressive experience in bank treasury, liquidity management, ALM, or balance sheet management, with at least 5 years in a senior or leadership capacity.

Deep working knowledge of liquidity risk management, interest rate risk, funding strategies, and investment portfolio operations in a regulated bank environment.

Experience operating within a formal ALCO and Board governance framework.

Strong understanding of U.S. banking regulatory expectations (FDIC, capital and liquidity guidance).

Demonstrated ability to operate effectively in stress scenarios and high-visibility decision environments.
Preferred
-
Prior experience in a de novo bank, fintech bank, or rapidly scaling institution.

Experience working with parent-subsidiary funding models or affiliate liquidity arrangements.

Advanced degree in Finance, Economics, or related field; CFA, FRM, or similar credentials a plus.
