Job Description:

The Public Policy team is hiring for Manager, Public Policy.

The Manager, Public Policy at Cboe will play a key role in the Public Policy Department’s advocacy efforts. The markets operated by Cboe are highly regulated, and effective advocacy with policymakers is critical. Additionally, the Manager, Public Policy will administer and provide essential support to other important advocacy tools, such as the Cboe political action committee and state and local engagement.

Your responsibilities will be:

  • Perform written analysis of regulatory and legislative proposals and be able to concisely and effectively summarize and present information & key points of interest.
  • Draft polished and well-articulated short position papers, talking points on the Company’s policy positions, and comment letters on market policy matters of importance to the Company.
  • Play a lead role in coordinating advocacy projects that may involve other departments.
  • Research various regulatory topics, proposals, and legislation and draft memos related to the findings.
  • Participate in various industry groups and trade associations on behalf of Cboe and manage Cboe’s involvement in various local civic organizations as needed.
  • Carefully monitor and analyze domestic and international regulatory, state and federal legislative initiatives that may impact Cboe and its markets; provide timely updates related to state and local legislative initiatives.
  • Provide support to the Cboe political action committee, including but not limited to, handling recordkeeping, fundraising efforts, financial records, compliance obligations, filing quarterly and semi-annual lobbying federal lobbying disclosures, and other administrative duties. Keep abreast of FEC campaign laws to help ensure Cboe PAC compliance.
  • Oversee Cboe’s state and local political activities, including but not limited to, managing Cboe’s state-level political contributions, working with the mayoral and gubernatorial offices to organize meetings as needed, filing state lobbying disclosures, and managing Cboe’s state-level political consultants.
  • Assist in the preparation of board-level materials.
  • Travel requirements approximate 5% of the time.

The ideal candidate has:

  • Minimum Education Requirement: Minimum bachelor’s degree in political science, communications, Business, Finance or a related field. Advanced degree preferred.
  • Minimum Years of Related Experience: 10+ years
  • Strong writing skills required including experience in drafting correspondence to regulatory agencies. Writing samples will be required.
  • Proficient understanding of the regulatory environment affecting financial markets including derivatives, including knowledge of relevant agencies.
  • Deep knowledge/experience in one or more markets in which Cboe operates trading venues (e.g. options, futures, equities, and clearing,)
  • Strong written and verbal communication skills and an interest in the financial markets, market structure, and the legislative process.
  • History of written advocacy on technical derivatives market structure topics is a plus.

You’ll really stand out with:

  • Strong knowledge of options, futures, and equities market structure.
  • Experience administering a political action committee and/or knowledge of FEC regulations.
  • Written advocacy experience related to financial market structure.
  • Experience with analyzing legislation and knowledge of the legislative process.
  • Experience with the state/local legislative process, including interacting with state/local policymakers.

Our pay ranges are determined by a number of factors, including, but not limited to, role, experience, level, and location. The national new hire base pay range for this job in the United States is $114,750-$141,750. This range represents the minimum and maximum base pay the company expects to offer for new hires working in the position full time. If you live in one of the following areas or if you work in a Cboe office in the following areas, the range may be higher according to the geographic differentials listed below:

US Geographic Differentials:

  • 110%: Austin TX, Chicago IL, Denver CO, San Diego CA

  • 115%: Los Angeles CA, Seattle WA

  • 120%: Boston MA, Washington DC

  • 125%: New York City NY

  • 130%: San Francisco CA

Within the range, individual pay is determined by a number of factors, including, but not limited to, work location, job-related skills, experience, and relevant education or training.
